Jan Lynn Owen was appointed in 2013 by the governor of California to be the first Commissioner of the Department of Business Oversight (DBO). The DBO was formed in 2013 from the merger of the Department of Corporations and Department of Financial Institutions.
Previously, Ms. Owen served as Commissioner of the Department of Corporations and worked at the Department of Financial Institutions, where she served as acting commissioner from 1999 to 2000.
Ms. Owen’s private sector experience includes stints as vice president of government affairs at JP Morgan Chase, state director of government and industry affairs at Washington Mutual Inc., and executive director of the California Mortgage Bankers Association.
Commissioner Owen has taken a leadership role among state regulators on the issue of online lending. In December 2015, the DBO initiated a study of online lenders and surveyed most of the leading players in the market. Her leadership on the issue and work with the industry resulted in American Banker naming her the only state regulator on their “Who to Watch” list for 2016.
