Chuck Muckenfuss, a member of Treliant’s Senior Advisory Board, has more than 40 years of senior experience in the financial services industry, including as Partner at a leading law firm, Senior Deputy Comptroller of the Currency, and Counsel to the Chairman of the Federal Deposit Insurance Corporation (FDIC). Chuck is a recognized leader in the field of financial institution supervision and regulation. He is an advisor and investor at the intersection of finance and technology who is active in the formation and evolution of for-profit and non-profit enterprises, including financial technology (FinTech) companies. He has been at the forefront of community development finance and financial inclusion, as a thought leader and skilled practitioner.
Chuck is a retired Partner of Gibson, Dunn & Crutcher LLP, where he led the financial institutions practice. Over 33 years at the firm, his work involved legislation and public policy, supervisory and enforcement matters, mergers and acquisitions, new product development, and the representation of new entrants into the banking business. His clients included major domestic and foreign financial institutions of all types, the most significant non-financial participants in the financial sphere, non-bank entrants into the banking business, government-sponsored enterprises (GSEs) and other important mortgage finance participants, and regional and small financial institutions.
In addition to being a member of Treliant’s Senior Advisory Board, Chuck is Chairman of the Board and Co-Founder of City First Bank of DC, a national bank certified as a community development financial institution, as well as Operating Partner of Vista Capital Advisors. He is also Clinical Visiting Lecturer at the Yale Law School, where he teaches and supervises a clinic whose achievements have included the establishment of an FDIC-insured community development bank in New Haven, Connecticut.
Chuck is a Board Member at Ethos Lending LLC, a technology-enabled mortgage company, and ImpactUs Marketplace LLC, a platform that matches investors with community development financial institutions and other mission-oriented enterprises. He is an Advisory Board Member of One Financial Holdings Group, Inc. (Bee), Sipree, Inc., Final, Inc., and Float, Inc.
Chuck is also a Board Member and past Chairman of the Board of City First Enterprises, Inc., the non-profit controlling shareholder of City First Bank, and a Board Member of the Roosevelt Institute and Arts Arena International. He was a Founder and former Chair of the Petra Foundation, a small foundation that provided recognition and support to unsung individuals making distinctive contributions to racial justice, human freedom, and community development.
Chuck received his BA from Vanderbilt University, where he was a member of Phi Beta Kappa, and his law degree from Yale Law School. He was law clerk to the Honorable William E. Miller of the U.S. Court of Appeals for the Sixth Circuit.
